Matt Toms

Matt Toms is chief executive officer (CEO) of Voya Investment Management (Voya IM), the asset management business of Voya Financial, Inc. (NYSE: VOYA). Toms leads the strategic direction and operational performance of Voya IM, which manages approximately $353 billion in assets under management (as of March 31, 2026) across public and private fixed income, equities, multi-asset solutions and alternative strategies for institutions, financial intermediaries and individual investors. He also serves on Voya’s Executive Committee.

Voya IM is one of the 50 largest asset managers globally¹ and draws upon a 50-year legacy of active investing and the expertise of 300+ investment professionals. Voya IM has cultivated a culture grounded in a commitment to understanding and anticipating clients’ needs.

Toms has over 30 years of asset management experience, both domestically and internationally. Prior to becoming CEO in January 2024, Toms was the first global chief investment officer (CIO) at Voya IM. In the global CIO role, he led a team of investment professionals with broad oversight of investment strategies and solutions across the firm. Prior to becoming global CIO in 2022, Toms served as CIO of fixed income. In this role, he led a team of more than 100 investment professionals who oversaw more than $200 billion in private and public fixed-income assets. He joined Voya IM in 2009 as head of public fixed-income investments.

Prior to joining Voya, Toms worked at Calamos Investments, where he built their fixed-income business. He also has prior portfolio management experience at Northern Trust and Lincoln National.

Toms is a board member of Pomona Capital and is active in the community as a board member for the Metro Atlanta Chamber of Commerce as well as for Junior Achievement of Georgia.

Toms earned a Bachelor of Business Administration degree from the University of Michigan and is a CFA® Charterholder.
