America’s Financial Confidence Index™

Tracking the confidence of everyday Americans

America’s Financial Confidence Index™ (AFCI) is Voya’s ongoing measure of how working Americans feel, plan and act when it comes to their financial lives. The latest findings reveal a persistent gap between financial confidence and financial action, highlighting opportunities for employers, financial professionals and workplace benefits programs to help people make meaningful progress toward their goals.

Study details

The AFCI will continue to track how confidence and behavior evolve over time, creating a benchmark for understanding the financial experiences of working Americans. Future releases will explore emerging trends and deeper insights into the factors that influence confidence, including financial stress, guidance, benefits engagement, savings behaviors and long-term planning.

At Voya, we’re focused on helping people build greater financial confidence because confidence can shape the decisions they make today and the goals they reach tomorrow. America’s Financial Confidence Index gives us a new way to make confidence measurable and better understand what’s driving financial well-being. While the research reveals opportunities to improve financial preparedness, it also delivers an encouraging message: When people have access to the right guidance, protection and long-term investment support, they can build greater confidence, take meaningful action and achieve stronger financial outcomes.

Key findings

Confidence is more than a feeling. It’s a foundation for action

The AFCI shows that many Americans want greater confidence in their financial future but need the right support, guidance and resources to turn that confidence into meaningful action. By understanding where confidence grows and where obstacles remain, employers and advisors can play a critical role in helping more people achieve financial well-being.

America’s Financial Confidence Index (AFCI)™ is a proprietary workplace financial confidence benchmark developed by Voya Financial. The index measures whether U.S. employees are doing the concrete behaviors that lead to financial confidence.

The index is built around six financial goals: absorbing the unexpected, keeping life stable, securing the future, protecting against what could go wrong, getting out of debt, and being able to live life today. Each person is scored on how many of the steps behind these goals they are taking, with the goals that matter most to them carrying the most weight. Those individual results combine into a single national score from 0 to 100. A score of 100 would mean people are doing everything they can to drive their financial confidence, while a score of 50 means they are doing about half of the things that contribute to their financial confidence.

What makes the AFCI different is that it is personalized: Each person is measured against the goals they care about most, not a one-size-fits-all checklist.

Fielding details: The index is based on a 20-minute online survey conducted between June 22 and July 5, 2026, among 4,097 employed U.S. adults who are benefits-eligible, ages 25 to 64, with a minimum household income of $50,000. All participants are actively contributing to a workplace retirement plan with a balance of at least $1,000.
